Thank you so much to everybody who responded to the action alert last week by urging your state representatives to oppose rollbacks of California's environmental laws as part of the state budget deal. Your calls and emails have been critical. Unfortunately, the state's environmental laws are still on the chopping block, and we need to step up the pressure on the capital to keep these rollbacks out of the budget deal.

As of Friday, the word in Sacramento was that the legislative leaders and governor intended to finalize a state budget deal in the next few days, and that all items were on the table. That includes rollbacks of the California Environmental Quality Act (known as CEQA) and AB 32, the Global Warming Solutions Act -- California's effort to reduce statewide greenhouse gas emissions. 

The changes would effectively eliminate the requirement to analyze and minimize the environmental impacts of new sources of greenhouse gas emissions, and they would greatly slow down California's efforts to fight global warming.

Because state budget decisions in California require a two-thirds majority vote, legislators are feeling intense pressure to capitulate to demands by the Republican minority and Governor Schwarzenegger for rollbacks of state environmental laws in exchange for support for the state budget deal -- despite the fact that the environmental rollbacks have absolutely nothing to do with the state budget.

Please call your state legislators and the governor today to tell them to leave environmental rollbacks out of the budget deal. It is critical that our legislators hear from you that they should reject any efforts to abuse the budget crisis to undermine California's environmental laws, and that you expect them to stand strong in defense of our state's trailblazing efforts to fight global warming. Calls and in-person visits are much more effective than emails at this stage.

Talking points:

Please oppose any attacks on the California Environmental Quality Act or on AB 32, the Global Warming Solutions Act.

It is completely inappropriate to exploit the state budget crisis to attack California's environmental protections and set back our efforts to fight global warming.

I expect [senator or Assembly member] to stand strong in defense of California's environmental laws and our state's efforts to fight global warming, as well as to strongly oppose any measures that would undermine any of the tools to reduce California's greenhouse gas emissions and fight global warming.
